Background

Background: The Global Alliance for Viksit Bharat (GAVB) is an initiative aimed at reducing  multidimensional poverty in India by 2030. GAVB will concentrate its efforts on high-priority JACOB states: Jharkhand, Assam, Chhattisgarh, Odisha and Bihar- which currently are  disproportionately affected by this issue. Deeply entrenched, or wicked, societal problems  will be addressed by applying a multidimensional approach across various domains & stakeholders to implement effective, innovative, comprehensive & sustainable solutions. GAVB’s primary goals include strengthening systems in health, and nutrition. The initiative is  going to work closely with Government systems towards human development by enhancing  talent, processes, and systems. To achieve this, GAVB is deploying a dedicated team of  experienced Researchers, Monitoring, Learning & Evaluation (RMLE) specialists and  experts having strong analytical, programmatic & subject knowledge encompassing health  & nutritional [focussing on Reproductive, Maternal, Newborn & Child Health and  Nutrition (RMNCHN) plus Communicable Diseases (CD)], social, operational and translational RMLE to inform & course-correct the program and measure its impact.

Purpose of Job

Senior Manager – Research, Monitoring, Learning & Evaluation (RMLE) will need to be a  subject expert with RMLE leadership experience in RMNCHN plus CD along with credibility  in Public Health Research & statistics, related efficient Monitoring, & Evaluation (M&E)  methods. S/he needs to have the capability of design and lead the implementation of state of-the-art RMLE processes to generate insights for all RMNCHN domains & CD with specific  focus on program objectives aligned with state government priorities for GAVB. S/he will immerse, design, contribute, execute, quality control, course-correct, manage, analyze,  interpret, finalize & disseminate all RMLE methods, components, processes & products  assigned to him/her pertaining to the “GAVB” and beyond in allocated geography & others.

S/he will lead the collaboration with state and central program, product, leadership and  management teams, guiding other members of RMLE team and be responsible for efficient collection, cleaning, management, analysis, interpretation and productization of large and  multicomponent qualitative and quantitative studies & datasets per the RMLE frameworks,  address current project needs as well as develop frameworks and components of all RMLE  activities/processes contextualizing secondary & system data working with stakeholders.

S/he will be responsible for the accurate & efficient planning & conduct of comprehensive  analysis (including advanced ones) of the data collected through all the RMLE processes. S/he will partner with the leadership of RMLE team for appropriate visualization of findings,  development & sharing of products like – presentations, reports, briefs and manuscripts. S/he will be responsible for developing modules and conducting sessions using those  modules for the RMLE & allied capacity building of the individuals in & beyond RMLE group.

Essential 

Qualifications

PhD/Postgraduation with Medical background/Nursing/Masters degree or equivalent in Public health/Management/Nutrition/Rural Development/ Epidemiology/Biomedical Science/Health Management/Women Gender studies/ Population Science/Other technical sciences & allied

Experience

• Minimum 5 yrs of experience in the field of M&E, Research & Analytics in Public health • Proficiency in conceptualization, development & execution of digital & non-digital tools (questionnaires/applications) for data collection/management/quality control is required

• Leadership in providing technical assistance to government program (health/nutrition)  and deep understanding of the government information systems will be preferred 

• Experience of scientific communications (scientific manuscripts/white papers/policy  briefs/research-MLE presentations) at national/international platforms will be preferred

• Demonstrable experience of designing/management of robust monitoring and evaluation system for state/National level RMNCHN or CD programs at scale is preferred.

Essential Skills

• Knowledge of the major evaluation and research methodologies (qualitative, quantitative,  mixed method, and impact measurement), data quality control & analytical methods

• Proficiency in software skills including MS Office & SPSS/Stata/SAS/R/Python/Atlas-Ti etc.

• Strong analytical thinking, statistical knowledge, data analysis and visualization skills

• Excellent oral & written communication skills in English and local languages used in GAVB 

• Ability to effectively communicate, network and negotiate with a diverse range of  stakeholders (internal and external), to achieve program and RMLE objectives

• Ability to work independently & maintaining team environment with problem-solving skills

• Ability to multitask in a fast-paced environment, set priorities & meet deadlines

• Maintaining healthy working relations among team members and good working conditions and a level playing field, display of motivational leadership & team building qualities

• Maintain regular & cordial relationship with all stakeholders – Govt, donors, partners

• Ability to strategic solutioning for problems that may rise at system, team & field level

Spearheading Strategic functioning of the RMLE unit in GAVB States

• Immersing in and synthesizing on the collective wisdom, designing and implementing RMLE frameworks,  aligning with theories of change, designing log-frames, RMLE insight generation methods, aligning M & E as  well as Impact Measurement processes and indicators, developing robust operational, analytical &  dissemination plan and execute all with support from RMLE Directors and Core Team Members

• Planning and leading the process of generating buy in through liaising & trust-building with all stakeholders  (internal/external) to ensure the evidence to action pathway for the GAVB RMLE generated insights.  Contributing to the functionality of the RMLE Unit of GAVB states

• Supervising all steps to operationalize the above: starting from literature review, framework & indicator  finalization, instrument development, digitization, piloting, validation & implementation, analysis and  interpretation, solution designing and testing, synthesizing and productization, sharing & addressing feedback.

• Leading, designing & managing appropriate quality assurance for RMLE processes & periodic quality audits

• Through liaising & coordination, integration of generated RMLE insights into program implementation path

• Develop, finalize & disseminate research and M & E-based knowledge products on the learning gathered

• Field visits to project geographies to monitor and quality control for all the RMLE activities of GAVB states Reporting 

• Establishing & following the culture of regular and accurate reporting of progress & insights to all stakeholders 

• Ensuring reporting details, quality & accuracy are aligned with agreed result framework Larger Research and MLE team member role

• Working closely with the larger Research & MLE team of PF/PSMRI to contribute as required

• Supporting the Research and MLE Core Team Members and Directors in addressing overall RMLE needs.
