TOR – USAID CB Project Impact Assessment 

Water, Sanitation and Hygiene Institute (WASH Institute) established in 2008, is a National level NGO that provides technical, training, testing, research and development services to a wide range of stakeholders in Water and Sanitation sector. WASH Institute operates from 18 locations spread across 9 States and one Union Territory of India. WASH Institute has a multi-disciplinary team of 230+ employees with expertise in Technical Advisory, Training & Capacity Building, Research, Water & Wastewater Quality Testing, Engineering, Community Mobilization and Project Implementation.

WASH Institute is seeking a qualified monitoring & evaluation professional or agency to conduct assessment of how WASH Institute has impacted various Govt. and Non-Govt Institutions whose professionals it has trained during the entire project tenure uptil now for its ongoing Skill Development Project titled “Skill Development in Fecal Sludge and Septage Management (FSSM) sector in Indian towns and cities”. Along with this, other assessment works with respect to the project’s impact will be assigned. The first phase of the project, initiated in June 2020 concluded in June 2023 and the second phase uptil December 2024 is currently under implementation. The primary goal of the project is to build a skilled sanitation workforce to address the demand in Fecal Sludge & Septage Management (FSSM) sector in Indian towns & cities.

The project provides comprehensive orientation and advanced level training along with providing continuous technical handholding support to government officials, sanitation workers, NGO representatives, academicians, private organization personnel/CSR representatives, and sewage treatment plant (STP) operators.

The skilled M&E professional/agency will evaluate the effectiveness and sustainability of the training interventions, shedding light on the impact of the project thus far.

Scope of Work

1. Secondary Research/Desk Review

  • Review all relevant project documents including the project proposal, MIS Data, training materials, reports, and other literature.
  • Assess the project's contribution in alignment with national and international standards (including SDGs).

2. Primary Research Study

The primary research needs to undertake quantitative and qualitative research methodologies including surveys/interviews of key stakeholders including but not limited to the following:

*Sampling Methodology: Universally followed statistical sampling needs to be followed for calculating the sample number of trainees – 95%/99% Confidence Level and +-5 Confidence Interval (Margin of Error) and 50% Population Error. And Preferred Sampling Methodology: Stratified Proportionate Random Sampling Method.

Capture and Document a minimum of 10 Institutional Best Practices/Case Studies.

Note: A minimum of 6 states where maximum interventions have taken place needs to be visited.

Note: Based on secondary data, the selected agency will need to create a detailed methodology for the impact assessment and submit as part of the Inception Report.

Desired Outputs from Study

  1. A detailed Impact Assessment Report having quantitative and qualitative illustrations of how the Project has helped in creating a skilled sanitation force across the country, building Institutions capacities, specific tangible outcomes achieved with proof of works (including progress on KPIs, state wise support and related outcomes, national support and related impact picture etc.), challenges encountered, mitigation measures adopted, and recommendations and suggestions section for improving the project processes, replication and scaling up. It should also contain minimum of 10 institutional case studies/best practices.
  2. A detailed Powerpoint Presentation highlighting the findings, observations, learnings and recommendations of the report
  3. Short 10-15 Video Testimonials of Trainees, Trainers, Organization representatives, Govt. Representatives etc.
  4. High Quality HD Action Photos of the Impact Assessment 

Note: Mandatory States to be Visited: Kerala, Uttar Pradesh, Odisha and Jharkhand.

Thus, the total timeline of the study will be 100 days. This may be revised based on mutual written consent of WASH Institute.

Proposal should include the following

I. Technical proposal (In PDF/MS Word) outlining the table of contents including executive summary, study approach, sampling methodology, Tools to be used, key deliverables/milestones to be achieved, Study Timeline, Proposed disbursal of funds timeline (connected to milestone achievement), study conclusion, previous work experience proofs of conducting assessment studies. Apart from this, other components may be added as felt required.

II. Financial proposal/budget (in MS Excel) with proper breakup detailing the cost components of the entire Study.

Note: We would be engaging the agency for a period of 100 days. This may be extended based on written approval from WASH Institute.

Mandatory Eligibility Criteria

  • A professional/agency with a minimum of 10 years of Relevant Industry experience in conducting Impact Assessment Studies for development sector projects especially sanitation & skill development projects

Preferable Eligibility Criteria

  • Expertise in monitoring and evaluation methodologies especially in the context of water and sanitation projects.
  • Understanding of the target sectors and the challenges associated with used water, faecal sludge, and septage management.
