Job title: MERL Coordinator
Department: Program Implementation
Based in location : Bhubaneswar (Odisha) / Medak (Telangana)
Reporting to: Project Lead and dotted line to National Lead– PDQI
Level Of Contact With Children: 2 (Sporadic or occasional contact with children)
The position holder shall be responsible to adhere & work within the ambit of Plan India’s Safeguarding Policy & Gender Equality Policy.

ABOUT THE PROJECT
Plan India is implementing SARTHAK Phase II aiming to strengthening Justice Delivery System for Child Survivor of Gender Based Violence or child sexual abuse as well as creating mechanism in the districts of Medak in Telangana and Khurda district in Odisha. The aim of this project is to improve the access to justice system by the families (Parents) and the child survivors by strengthening investigative, legal and support services through collaborative efforts with the District Child Protection Units (DCPU) in respective districts; more in particular in collaboration with the Child Welfare Committees (CWC) in the project districts. The collaboration with the DCPU will help to provide the children the immediate support such as counselling, medical support, legal support etc. and will ensure that survivors get justice, along and they are able to restart their lives, afresh through the psycho-social support, family reintegration and access to the Govt. sponsored Social Protection Schemes.
The project will provide these supports by creating increased awareness among parents, communities, schools, and children and among the service providers. Increased awareness will ensure mandatory reporting to police or other relevant authorities for initiating the process of investigation and onward actions as prescribed by the law. The project will also collaborate with the judiciary/ public prosecutors (Justice System) JJB, Dept. of Women and Child Development and statutory bodies like District Legal Service Authority (DLSA), CWC, JJB to ensure victim compensation, residential care, counselling support etc. Project will also aim to improve these systems at the district level, so that the ripple effect of the project reach out to other districts of the state/s, and overall gender responsive approach could be established within the state to provide support to the survivors of GBV. This project will engage primarily with Legal Services Authority, which provide legal support to victims of GBV, Police, and State Commission for Protection of Child Rights, Doctors, Indian Medical Association etc. to ensure that the system is strengthen in the state for providing support to the survivors of child sexual abuse of Gender Based Violence.
KEY FUNCTIONS / RESPONSIBILITIES
i. Responsible for overall monitoring and evaluation of the project including development quarterly and annual M & E plans of the project in two locations, i.e. Khurda district in Odisha and Medak district in Telangana.
ii. In coordination and under the guidance of the Project Manager and State Project Coordinators ensure quality implementation by accomplishing the planned activities in a timely manner.
iii. Prepare quality reports of the project (state interventions) and share with the Project Manager for timely submission to the donor. This will include monthly updates, quarterly and annual reports, documentation of case studies, good practices. S/he will have to adhere to other reporting requirements as per the donor’s reporting compliances and as it may be asked by the Project Manager.
iv. Work closely with the Project Manager and Lead – Gender Based Violence Projects to develop the Project Dashboard and Impact Framework for the project and accordingly train & support the field teams to collect relevant data and evidences for the quality reporting
v. Lead capacity building trainings of MERL for the project staff based in the states as per the requirements of the project.
vi. Conduct regular monitoring visit project locations in coordination with Project Implementation teams based in the districts/ states.
vii. IN coordination with the State Project Coordinators and under the guidance of Project Manager, organise quarterly and annual review meetings of the project in the states and appraise project progress as compared to the quarterly and annual plans, M&E indicators and impact framework.
viii. Under the guidance of the Head – MERL and Project Manager, lead accomplishment of the Situational Analysis Study and End-line evaluation of the project to be conducted by and external agency.
ix. Collect data and other public policy and program information from various government institutions, including central ministries, subnational government and statistical agencies;
x. Maintain up-to-date, accurate database (aggregate and disaggregated national and state) level information. Ensure that they are readily accessible by the project team members.
xi. Prepare reports , presentations, project briefs, draft technical reports based on primary data and secondary analyses under the guidance and supervision of PM and Technical Advisor – GBV.
xii. Any other work or project assigned by the line Manager/ Project Manager.
EDUCATION AND EXPERIENCE
• Master’s Degree in Statistics, Demography or any other relevant social science disciplines.
• 5+ years of relevant monitoring, research and evaluation, experience in public health, education, child rights and child centred programs
• Experience in conducting quantitative and qualitative researches with familiarity in the research methods.
• Experience in designing the data entry formats for survey instruments, data collection tools, as well as training and managing decentralized teams.
• Demonstrated ability in quantitative and qualitative data analysis and report writing
• Ability to perform data modelling and projections, synthesize quantitative data using a variety of software packages (SPSS or equivalent statistical package, Excel)
• Demonstrated ability to design and execute dashboards using excel, access and online platforms.
• Ability to present analysis using presentation (PowerPoint) or other similar applications.
• Experience in large-scale funded programs and donor reporting as well as using data for program decision-making and improvement
• Exceptional written and verbal communication skills
• Ability to travel to field locations frequently and collaborate with and the colleagues remotely
