SELCO Foundation is an open source, not-for-profit organization that engages in field-based R&D and ecosystem building for the deployment of clean energy solutions that alleviate poverty in tribal, rural and urban poor areas. The organization works in collaboration with practitioners in the social sector, energy entrepreneurs, NGOs from various developmental sectors, and educational institutions to link the benefits of sustainable energy to poverty eradication. Energy for Health:
The goal of this program is to strengthen delivery of healthcare for over 170 million people by reliably and sustainably powering 25,000 public health facilities in remote, rural, climate and socio- economically vulnerable regions across 12 states in India by 2026. Healthcare today, without considering the potential services to the uncatered populations in the world, is the 5th most polluting industry. The proposed program can help improve the quality of health services in a decentralized manner, while also making it a less carbon intensive sector. This program can prove to be the low hanging fruit for achieving SDG13 and SDG3 via SDG7. We believe that provision of 100% renewable energy and green building infrastructure for healthcare facilities, will democratize the much-needed health services in the remote regions within India and account for future pandemic preparedness.

The Role:
SELCO Foundation is looking for a highly motivated individual who is passionate about working in the overall sustainable energy sector for last mile communities. The broader goal is to use decentralized renewable energy to facilitate good health, improved well-being, last mile delivery of health services, reduced mortality etc. through the integration of climate inclusive innovative health technologies towards making last-mile public health climate-resilient through advocacy, liaison and coordinating State Health Department /State NHM, technology partners, champion NGOs and . The role also needs to primarily be that of an ecosystem enabler, working closely with State level and district level stakeholders towards local public health priorities such as One health program, patient-centric model health centres, strengthening of labour room facilities in the last mile, etc.
As the Programme Manager for Public Health, you should have a good sectoral understanding, local ecosystem awareness, and proven experience in Public Health management, coordination between multiple stakeholders; who is able to adapt to diverse situations and organizational requirements. The role is also expected to focus on formulating a State level program implementation strategy, improving performance, supporting procurement process, adoption of innovative and decentralized medical technologies for low resourced health settings, One Health program and resources as well as securing compliances within the organization. The role requires an approach which challenges the set paradigms and comes up with end-to-end solutions for ensuring smooth functioning employing resourcefulness and innovation in implementation and monitoring of problems.

Key responsibilities for the position:
• Anchoring and managing (end to end) State E4H program implementation for the Energy for Health(E4H) Team
• Regularly Coordinate and advocate with State Health Department /NHM officials and other Stakeholders for smooth implementation of Program
• Providing meaningful direction and necessary support to the team for developing strategy, operations in planning, execution and monitoring of the ongoing programs.
• Understanding SELCO’s healthcare approach, focus themes and different sustainable energy technologies / innovative Medtech and supporting state prioritized programmes such as One Health, last-mile immunization programme, bridging gaps in antenatal care in low-resourced health settings, strengthening of labour room facilities in last-mile health centres, etc.
• Design State level programs that solve for unmet public health needs by taking into account the various actors, organizations, and processes needed to make a sustainable impact
• Lead the process of identifying and procuring state level medical technology innovations with applicability towards solving for public health needs.
• Develop metrics to measure impact on healthcare service delivery and patient outcomes
• Design training programs for healthcare staff on system operation and maintenance
• Lead the State level Medtech process of deployments and monitoring of medical technology innovations against unmet public health challenges.
• Build strong relationships with public health champions, grassroots stakeholders such as NGOs, and medical technology providers.
• Provide guidance towards contributing to the evidence-base and dissemination from the climate and health interventions.
• Developing a prospective state Program implementation plan by mapping the needs of the community around DRE based interventions to enhance health services, current level of engagement with the community, stakeholders’ involvement etc.
• Enhancing the State program needs, procedures, systems and principles in the areas of information flow and management, enhanced management reporting and looking for opportunities to expand systems where required.
• Effectively tracking, analyzing and sharing reports on weekly / monthly / quarterly performance of the programs by capturing key learnings and challenges. Overall monitoring and evaluating the quality of implementations.
• Regularly organizing and facilitating training workshops for the teams to develop their skills, building their capacity on an individual and team level.
• Creative problem solving for state level operational challenges and escalating where required.
• Ensuring State level program operational and assessment processes and guidelines are adhered to.
• Address human health concerns, oversee disease prevention strategies, and support outbreak responses within the One Health framework.
• Conduct surveillance and risk assessment for infectious and non-infectious diseases.
• Develop and implement health policies aligned with One Health objectives.
• Review epidemiological data and provide feedback to the Program.
• Provide hands-on training of personnel in public health aspects.
• Undertake any other activities/tasks as assigned by the supervisors.
• Develop a Public Health Plan (prevention strategies) with respect to One Health.

Who can apply:
• Master's degree in Public Health, MBA in Healthcare Management, Masters in Environmental Science, MSW or related field
• Minimum 5 to 7 years of work experience, supporting State level Public Health Projects management and leadership; work experience in the Healthcare sector and DRE solutions is preferred.
• Knowledge of renewable energy systems, particularly solar technology applications added advantage
• Experience in project management and implementation of infrastructure initiatives
• Understanding of healthcare facility operations and energy requirements
• Familiarity with public health systems and healthcare delivery challenges
• Demonstrated success in managing cross-functional teams
• Understanding of the communities, overall public healthcare ecosystem will be preferred.
• Expertise on rural health systems and awareness on Government policies as well as knowledge and understating on grassroots problem identification, clean energy-based enterprises etc.
• Ability to evaluate quality of solar components, electrical components and the various health equipment provided by vendors.
• Strong Public Health managerial skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
• Experience in budgeting and forecasting.
• Strong communication skills, both written and oral.
• Proficiency in data analysis and impact evaluation
• Willingness to learn, grow and develop at personal and professional front, at a rapid pace with a steep learning curve.
• Ability to work in an interdisciplinary and multicultural environment.
• Willingness to travel extensively in difficult terrains within and outside the State as and when required
