Introduction
At AJSA India, we have been facilitating community-led development initiatives since 1989, working with rural and marginalized communities to address the root causes of poverty and vulnerability. As a non-government, not-for-profit organization, AJSA promotes sustainable development through a holistic and community-driven approach that strengthens local institutions, improves livelihoods, and enhances resilience to social, economic, and environmental challenges. Our work focuses on empowering communities through climate-resilient agriculture, sustainable livelihoods, natural resource management, and strengthened local governance systems. By working closely with Panchayati Raj Institutions, community-based organizations, and government departments, AJSA supports inclusive development pathways that ensure long-term and locally owned solutions.
Project Overview
The ADAPT4R project aims to strengthen the resilience of vulnerable households in Nuapada district of Odisha by promoting climate-resilient livelihoods and sustainable natural resource management. The project adopts an integrated approach linking last-mile climate services, climate-proofed water and land resources, agroforestry systems, and diversified resilient livelihoods.
Position Brief

The District Coordinator will lead the implementation of the ADAPT4R project in Nuapada district, ensuring effective coordination between project teams, local communities, Panchayati Raj Institutions, and government departments. The role requires strong leadership in field implementation, stakeholder engagement, and convergence with public programs to achieve sustainable development outcomes. The District Coordinator will lead the overall field implementation of the ADAPT4R project, ensuring effective delivery across all thematic areas including climate risk awareness, climate-proofing of water and land resources, agroforestry promotion, livelihood diversification, and cross-cutting MEL and gender activities.
Key Responsibilities
Project Implementation and Coordination
- Lead district-level planning, implementation, and supervision of project activities.
- Provide technical and operational guidance to field teams and community facilitators.
- Prepare annual work plans, activity schedules, and implementation strategies aligned with project outputs.
- Ensure timely and execution implementation of all thematic components including climate services, agroforestry, NRM, water resource management, and livelihood activities.
Convergence with Government Programs
- Facilitate convergence with government schemes, particularly MGNREGS, agriculture, watershed, and rural livelihood programs.
- Coordinate with district administration, line departments, and Panchayati Raj Institutions to strengthen institutional linkages.
- Maintain strong collaboration with KVKs, OUAT, Panchayati Raj Institutions, and Mission Shakti federations.
- Facilitate integration of Community Adaptation Plans (CAPs) into Gram Panchayat Development Plans (GPDPs).
Community Engagement and Capacity Building
- Mobilize and engage local communities, farmer groups, and self-help groups in project planning and implementation.
- Facilitate training, workshops, and awareness programs on climate adaptation, sustainable agriculture, and livelihood diversification.
- Facilitate training programs for farmers, SHGs, Climate Smart Didis, and community institutions.
- Support organization of Climate Field Schools, SBCC campaigns, and learning events.
Monitoring, Documentation, and Reporting
- Oversee field monitoring systems and ensure regular documentation of activities and outcomes.
- Support data collection, reporting, and learning processes in coordination with the Monitoring & Evaluation team.
Stakeholder Engagement
- Build and maintain strong relationships with local stakeholders, civil society organizations, and government partners.
- Represent the project in district-level meetings, reviews, and coordination platforms.
Qualifications
- Master’s degree in Rural Development, Agriculture, Environmental Science, Public Policy, or related field.
- Minimum 8+ years of experience in rural development, livelihoods, or climate resilience programs.
Key Skills & Attributes
- Strong experience in climate-resilient agriculture, livelihoods promotion, and natural resource management.
- Good understanding of MGNREGS convergence and government program implementation.
- Demonstrated experience in managing field-based development projects.
- Ability to coordinate effectively with government institutions and community stakeholders.
- Strong facilitation, communication, and documentation skills.
- Ability to work independently as well as collaboratively within a multidisciplinary team.
- Commitment to community-centered development and social inclusion.
- Flexibility and willingness to travel extensively within project areas.
- High levels of integrity, professionalism, and dedication to the organization’s mission.
