By working closely with Panchayati Raj Institutions, community-based organizations, and government departments, AJSA supports inclusive development pathways that ensure long-term and locally owned solutions.
Project Overview
The ADAPT4R project aims to strengthen the resilience of vulnerable households in Nuapada district of Odisha by promoting climate-resilient livelihoods and sustainable natural resource management. The project adopts an integrated approach linking last-mile climate services, climate-proofed water and land resources, agroforestry systems, and diversified resilient livelihoods.
Position Brief

The Part-time MEAL Officer will provide technical oversight for the Monitoring, Evaluation, Accountability, and Learning (MEAL) framework of the ADAPT4R project. The role will focus on developing and strengthening monitoring systems, ensuring quality data collection and analysis, and supporting adaptive learning processes to improve project outcomes. The MEAL Officer will work closely with project teams to ensure that program implementation is informed by evidence, promotes accountability, and integrates gender, disaster risk reduction (DRR), and climate resilience perspectives.
Key Responsibilities
MEAL System Design and Oversight
- Lead the development and strengthening of the project’s MEAL framework, indicators, and monitoring tools.
- Ensure effective systems for data collection, analysis, and reporting aligned with project objectives and donor requirements.
Monitoring and Data Quality
- Support field teams in implementing monitoring processes and data management systems.
- Ensure data quality, consistency, and timely reporting from project sites.
Learning and Adaptive Management
- Facilitate periodic reviews, reflection sessions, and learning processes to support adaptive project management.
- Document lessons learned, best practices, and case studies related to climate resilience and livelihood interventions.
Accountability and Inclusion
- Strengthen community feedback and accountability mechanisms within the project.
- Ensure integration of gender equality, social inclusion, and DRR perspectives within monitoring and evaluation processes.
Reporting and Knowledge Support
- Provide technical inputs for project reports, evaluations, and knowledge products.
- Support the project team in presenting evidence and impact findings to stakeholders.
Qualifications
- Master’s degree in Social Work/ Development Studies/ Rural Development/ or related disciplines.
- Additional certifications or experience in ICT4D, Monitoring & Evaluation, or data management systems will be an advantage.
Key Skills & Attributes
- 10-20 years of experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.
- Strong expertise in gender integration, disaster risk reduction (DRR), and climate resilience programming.
- Experience in designing and managing participatory monitoring and evaluation systems.
- Strong analytical, documentation, and reporting skills.
- Ability to translate monitoring data into actionable learning and program improvements.
- Experience working with community-based development programs and rural institutions.
- Strong facilitation and mentoring skills to support field teams.
