Job Title: Team Lead –Technical Assistance Unit (TAU),
Educate Girls Location: New Delhi, Hyderabad & Odisha (with occasional travel to states)
Positions – 3
Reporting to: Head – Policy and Strategic Partnerships Organization: Educate Girls (Technical Assistance Unit to Ministry of Education)
Duration: Full-time (12 months, renewable)

Position Summary: The Team Lead – Central TAU will be responsible for leading high-level policy activation, technical collaboration, and coordination with the Ministry of Education, NIOS, NSDC, NITI Aayog, and other central stakeholders to strengthen India’s Open Schooling ecosystem. The goal is to shape and support scalable solutions that address the high burden of NEET (Not in Education, Employment or Training) youth—particularly young women—through flexible, second-chance education pathways aligned with the National Education Policy (NEP) 2020.

Key Responsibilities:
Policy understanding and Central Coordination

  • Serve as the nodal point of contact between Educate Girls TAU and national bodies like MoE, NIOS, NSDC, NITI Aayog, and PSSCIVE
  • Facilitate consultations to activate NEP 2020 provisions on Open and Distance Learning (ODL) for disadvantaged youth and girls
  • Draft and present position papers, briefing notes, and policy memos to central agencies
  • Support development of national frameworks for State Open School strengthening and NEET reintegration

Technical Oversight and TAU Operations

  • Provide technical leadership to the Central TAU team in developing implementation roadmaps, templates, M&E frameworks, and best practice documentation
  • Coordinate with state TAU teams to gather learnings, synthesize evidence, and scale replicable models
  • Guide cross-cutting workstreams on curriculum, technology integration, and campaign strategy in collaboration with domain experts

Stakeholder Engagement and Convergence

  • Facilitate convergence between central ministries (MoE, MSDE, MoRD, WCD) to mainstream second-chance education
  • Coordinate national partnerships with public institutions (NIOS, SCERTs), CSOs, EdTech providers, and CSR actors
  • Organize high-level advisory meetings, inter-ministerial roundtables, and strategic working groups
  • Liaise with NITI Aayog’s Women and Youth verticals to integrate NEET solutions into broader development agendas

Strategy, Documentation & Reporting

  • Lead strategic planning and reporting to donors, ministry stakeholders, and Educate Girls leadership
  • Oversee creation of knowledge products such as toolkits, case studies, landscape reports, and national dashboards
  • Monitor progress against KPIs (enrollment impact, state activation, policy shifts, etc.)

Qualifications & Experience:

  • Master’s degree in Public Policy, Education, Social Work, or related field
  • Minimum 10 years of experience in government partnerships, education reform, or system strengthening
  • Proven track record of working with central ministries or multilateral institutions on education or youth policy
  • Strong understanding of Open Schooling, NEET issues, and skills convergence
  • Excellent communication, negotiation, and leadership skills
  • Ability to work in a fast-paced, multi-stakeholder environment
