CONTENT OF TERMS OF REFERENCE

 1.Organisation Background

United Nations Population Fund (UNFPA) is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA’s strategic plan focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.

UNFPA has a long-standing partnership with the Department of Health & Family Welfare in Odisha. This collaboration is dedicated to strengthening the state's health systems, with a particular focus on key population and health indicators. The partnership aims to address critical issues such as the Sex Ratio at Birth (SRB) and the health sector’s response to Gender-Based Violence (GBV).

2.Job Description/Responsibilities

Under the overall guidance of the UNFPA Odisha Head of Office & in coordination with Commissioner-cum-Secretary, Department of Health & Family Welfare, (and/or designated authority), the consultant- Sex Ratio at Birth & Health Sector response to GBV shall provide high quality technical support to office of the Commissioner-cum-Secretary with focus on strengthening the health system's response to sex ratio imbalances and gender-based violence, ensuring that these critical areas are integrated into policy, planning, and program implementation.

Technical Support for Sex Ratio at Birth (SRB):

  • Provide expert technical guidance to the Department of Health & Family Welfare (DHFW) on strategies and interventions to address declining sex ratio at birth.
  • Analyse existing data on SRB and related health indicators to identify trends, hotspots, and contributing factors.
  • Support the development of policy frameworks and guidelines to strengthen the implementation of the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act.
  • Assist in designing and implementing community-based campaigns and awareness programs to promote valuing the girl child.
  • Facilitate capacity building of health functionaries on the medical and ethical aspects of SRB.

Strengthening Health Sector Response to Gender-Based Violence (GBV):

  • Provide technical assistance to the Department of Health & Family Welfare in developing and implementing comprehensive protocols for the health sector's response to GBV survivors.
  • Support the establishment and operationalization of specialized services for GBV survivors within health facilities.
  • Conduct training and sensitization workshops for doctors, nurses, and other health personnel on survivor-centric care, psychological first aid, and medico-legal procedures for GBV cases.
  • Collaborate with other government departments and stakeholders to ensure a multi-sectoral approach to GBV prevention and response.
  • Assist in developing a robust monitoring and evaluation framework to track the progress and impact of health sector GBV interventions.
  • Support the Senior Management for the implementation of equity and gender issues.
  • Manage the coordination required from the health department for the One Stop Center programme.
  • Provide technical guidance and inputs to gender-related interventions planned in the National Health Mission (NHM) PIP at the State level.

Data Analysis, Research and Capacity Building:

  • Collect, analyse, and interpret data related to SRB and GBV from various health information systems.
  • Undertake research to identify best practices and innovative solutions from other states or countries that can be adapted to the Odisha context.
  • Provide technical inputs in conducting studies on factors leading to exclusions and deprivation from services for policy decisions.
  • Provide technical assistance in capacity building of State and District level Managers to shift focus to differential planning and monitoring.
  • Provide technical inputs related to Gender and Equity for the various capacity building workshops of the Department of Health & Family Welfare (DoHFW).
  • Prepare comprehensive reports, policy briefs, and presentations for the Commissioner-cum-Secretary and other senior officials.

Other activities:

  • Carry out any other related activities as and when required and as advised by UNFPA/DHFW.

3.Qualification, Experience, and Competencies

Qualification:

  • Essential: Master’s Degree or equivalent in Public Health, Social Work, Gender Studies, Public Policy, or a related field.

Experience:

  • Minimum 3-5 years of professional experience in the area of social development, or a related field, with a focus on SRB/PCPNDT Act, GBV, or gender issues.
  • Demonstrated experience in providing technical assistance to government departments, particularly within the health sector.
  • Strong analytical skills, with the ability to analyse complex data and translate it into actionable insights.
  • Proven ability to manage multi-stakeholder processes, provide technical guidance, and ensure quality assurance.
  • Understanding of UNFPA's mandate, particularly in the areas of sexual and reproductive health, and gender equality is desirable
  • Familiarity with the socio-political context of Odisha will be an asset.

Remuneration:  Monthly honorarium between Rs.1,20,000 - Rs.1,30,000 per month and will be commensurate with the salary history of candidates. In addition, laptop and communication allowances will also be provided to selected candidates.
