Position Title: State Program Manager
Location: Jharkhand, Odisha, Telangana, AP, Karnataka, Madhya Pradesh, Maharashtra, Gujrat, Rajasthan & Chhattisgarh
Reporting To: Regional Head / Program Director
Role Purpose
To provide strategic leadership, programmatic direction, and operational oversight for the TB Mukt Abhiyan at the state level, ensuring effective implementation, strong government convergence, and achievement of screening, diagnosis, and treatment targets.
Key Responsibilities
1. Program Leadership & Strategy
- Lead end-to-end program implementation across all project districts within the state.
- Translate national strategies into actionable state-level operational and execution plans.
- Ensure alignment with the National TB Elimination Programme (NTEP) priorities and guidelines.
- Drive achievement of key program outcomes, including:
- Screening targets
- TB case detection
- Treatment initiation and TPT targets
2. Government & Stakeholder Coordination
- Establish and maintain strong working relationships with key stakeholders, including:
- State TB Officer (STO)
- State NHM officials
- Tribal Welfare Department
- Ensure effective convergence with government systems and platforms such as:
- Nikshay platform
- State TB Cell activities
- Represent the program in state-level review meetings and coordination forums.
3. Program Planning & Execution
- Oversee district-level micro-planning, including village prioritization and target setting.
- Ensure efficient deployment and utilization of camp-based screening teams.
- Monitor and ensure seamless execution of:
- Screening camps
- Diagnostic services (X-ray, NAAT, Line Probe Assay, Point-of-Care tests)
- Treatment initiation and linkage to care
4. Team Management & Supervision
- Lead, mentor, and supervise district program teams, including:
- District Program Managers
- State M&E team
- Technical and operations staff
- Conduct regular performance reviews and provide strategic guidance.
- Drive capacity building and skill development across district teams.
5. Monitoring, Evaluation & Reporting
- Ensure effective implementation of the Performance-Based Monitoring & Evaluation Framework (PBMEF).
- Regularly review program data, including screening coverage and diagnostic outcomes.
- Ensure timely and accurate submission of all reports (monthly, quarterly, and as required).
- Leverage data insights for performance improvement, decision-making, and course correction.
6. Financial & Resource Management
- Oversee state-level budget planning, utilization, and financial monitoring.
- Review and approve district-level budgets and expenditures.
- Ensure optimal utilization and maintenance of program resources, including:
- Equipment (X-ray, TruNAAT)
- Consumables and logistics
7. Quality Assurance & Risk Management
- Ensure adherence to clinical protocols, operational guidelines, and data quality standards.
- Monitor and maintain high levels of data accuracy and integrity.
- Identify and proactively manage program risks, including:
- Low screening coverage
- Equipment downtime
- Community resistance or low participation
- Develop and implement mitigation strategies to address operational challenges.
Key Deliverables / KPIs
- Achievement of state-level screening targets (population coverage)
- ≥97% treatment initiation rate
- High data quality (>95%)
- Timely and complete reporting compliance
- Effective district performance management
Qualifications
- Master’s degree in public health / health management / MBA / Social Sciences
- 8–12 years of experience in public health program management
- Prior experience in TB/NTEP programs preferred
